With reference to paragraph 4 of my despatch No. 233

of 2nd December, I have the honour to enclose a copy of a

memorandum which I have received from the Japanese Consul-

General at Canton proposing a simplification of the present

procedure with regard to requests for the visits of British

passenger vessels to Canton and Japanese Government Chartered

Vessels to Hongkong under the terms of the temporary agreement

initialled by Dr. Blunt and Hr. Okazaki on 4th July, 1939, as

subsequently modified by the supplementary agreement initialled

by myself and Mr. Kito on 1st December, 1959 (please see Mr.

Blunt's despatch No. 129 of 10th July and my despatch under

reference).

2. I shall be glad to learn in due course whether Your

Excellency concurs in the terms of this memorandum or whether

you have any modifications to suggest. If no modifications are

desired, and the memorandum can be accepted as it stands, I

shall be glad if I may be informed by telegram. The arrangement

defined in the memorandum appears to me to constitute a very

useful simplification of the existing procedure.
